In a bizarre alternate America, the economy is regulated by Sam, an immortal, childlike being who literally eats U.S. dollars for sustenance. When Chloe starts her first week at the Fed she is asked to spend the week keeping an eye on Sam and discovers that managing the nation's fiscal policy is the least of her challenges as she develops unexpected feelings for this quirky cash-consuming creature.
